A masterplan with a socially acceptable outcome
Challenge
Critical to affording renewal, was challenging the scope and scale of redevelopment, and discovering a socially acceptable outcome that permitted the economic drivers.
Insight
Scott Carver developed a preliminary masterplan for the wholesale review and implementation strategy for renewing the Housing NSW sites in the Redfern and Waterloo Estates. The Scott Carver masterplan has expanded the yield from a current 2,700 dwellings to 10,000 dwellings over time.
Solution
Working closely with the governments’ principal economic advisor, the team developed delivery scenarios that would leverage continued occupation for social housing, commercial drivers for renewal on each site, and a positive cash flow for the orderly staged redevelopment. As part of our design process, the Scott Carver team participated in community workshops where our architects sketched, noted and drew the inputs of the community, and what they were looking for in the renewal of Redfern Waterloo.
